Next May, 2nd, the Commission will launch the formal proposals for the Multiannual Financial Framework, which will shape Europe toward 2030.These proposals will arrive after a long preparation in the Commission but also in the Member States. These MFF are not a simple renewal but it is the first concrete response of the EUR 27 to the crisis of the European project and to the transnational new challenges.
There the risk that the euro-narrative sees the current crisis as one of the many with the conviction that Europe will find the resources to make, out of it a step forward. But this time is different, the crisis is not a crisis of diplomatic circles or elites, but it has invested the citizens and public opinion. The decision on the MFF post-2020 is a unique opportunity to relaunch the European project. Awaiting the proposals, two considerations:

 The partial failure of the initiative Budget focus on results. In spite of more than 700 indicators of the EU policies there is virtually no political decision, to change the legislation when there are poor results. Responsibility liaises more with the legislative and budgetary authority who considers this exercise as a burocratic and technocratic, without taking the political ownership. The Commission should find the way to involve, more and better, the legislative and budgetary authority in this process and focus on policies with more European Added Value.

 The second point concerning the procedure; The Commission has announced that it is vital that the forthcoming MFF proposals is adopted by the European Council before the end of 2018 and by the EP before its election. This timeline, if accepted by the European Parliament, will ignore the necessity to involve EU Citizens on the European project. The opportunity to present to the public opinion in the forthcoming European elections choices on a different model of Europe will be lost.

The reform of the EU toward 2030, should not be the outcome of obscure negotiations between diplomats, endorsed at very last moment by an EP distracted by the elections. It would be the excellent opportunity to centre the electoral debate on European themes. On choices where European political parties have different views. Citizens will feel that their vote for the EP will influence the political choices of the Europe 2030. If everything is decided before the elections how the European and National political parties can convince the citizens to vote.
To conclude the European political parties should not miss the opportunity to build up their European projects on the priorities for the MFF beyond 2020. An electoral debate for the Spitzenkandidaten and the European elections on different approaches between the groups will convince European Citizens to take responsibilities and influence the course of the European project. The next MFF should relaunch of the European democracy.
